Note: the scoring system explains what you get points for in each game. The ranking system is for adding up all players' score to a tournament ranking.
All games end with a solo or in a time draw after winter 1908.
Spring: 16min. Fall: 14min. The clock keeps running during adjudications. Each game lasts 4 hours (unless someone soloes earlier).
Scoring-System: BerliCon 007
This system was developed for BerliCon 2007 and tested with great success. It is an offspring from the popular C-Diplo.
A) Solo 1908 or earlier
70 points for the winner, zero for all others
B) No Solo until 1908
What counts is how many centers everybody has by the end of the game. You can get Top Score and Center Score.
Top score: For the top 3 according to the center count: 31 points / 15 points / 7 points
Center Score: For each player 1 point per center and 0.1 points per year survived.
Example:
Le Chiffre wins with 10 centers and receives 31 + 10 + 0,8 = 41,8 points.
Moneypenny becomes 4th with 4 centers und gets 0 + 4 + 0,8 = 4,8 points.
Vesper Lynd is eliminated 1906 (drowned in an elevator?) and gets 0 + 0 + 0,6 = 0,6 points on her grave.
C) Ties
In case of a tie, the players share the Top Score points of the ranks they have occupy. (For example, two people who share the first place share the points for the places 1 and 2.)
D) Draws
DIAS: Draws involving all survivors are allowed before fall 1908. All survivors have to accept in a secret vote conducted by the TD team. What counts is always the last fall adjudication (+retreats) that was completely conducted before the vote. It is possible to call for a draw before the builds.
If someone publically vetoes a draw or shows how he votes, the draw automatically counts as not accepted.
There can only be one draw vote per half year.
E) Tipp
It's most important to be one of the 3 players with the most centers by the end of the game. Apart from that it's all about having collected as many centers as possible by the end of the game. There is no particular advantage deriving from eliminating players or balancing out the center count in the field.
Apart from that try to stay alive as long as possible.
Ranking-System
All games count 100% for the tournament ranking. The player with the highest score after round 3 is the winner of BerliCon V and German Champion 2008.
There is no bonus for sitting out a round UNLESS someone specifically drops out after being asked by the TD to even out the number of players. In that case the player receives 100/7 points for that.
There is no top board (a special board in the final round where the top 7 of the previous rounds determine the winner among themselves). We normally use a computer software to manage the rounds, the drawings and the scoring.
Team-Runde
Teams have 3 players. Exceptionally the TD can admit 2-player-teams.
The team result is the sum of the points that all team members get in the Saturday morning round.
In case of a tie the following tie-breakers apply:
1. Team with the highest place in a game (who has the most first places, then who has the most first places shared and with how many players, then the most second places etc.)
2. Coin toss

What counts are the Diplomacy rules that are printed out on the convention, complemented with the BerliCon tournament rules. These have no particular rule changes that players ought to know, but more things like convoy paradoxi and things like "what if you can't read the hand writing". Good advice: Write clearly. ;-)
The TD and his deputies form the TD team. The TD team decides in conflict situations. Diplomacy can be tough. But we uphold sportsmanship and respect both towards the TD team and all players as well as other people present at the tournament.
We offer introductions for beginners, but then you should come a bit earlier and let us know. We have to apply strict rules because it's a Championship. But all players can unanimously agree to let a beginner get away with a rookie mistake or settle a conflict themselves unless the TD team gets involved and overrules.
